Job Description

Culmen International is seeking a Senior Proposal Manager to lead end-to-end proposal development for various opportunities. This role involves integrating cross-functional teams, analyzing solicitation language, and developing tailored solutions. The manager will write and edit proposal content, oversee production, and contribute to process improvement, ensuring on-time delivery of compliant and compelling proposals.

Qualifications

1. Bachelor’s degree. 2. Minimum 5 years of experience in government proposal management. 3. Demonstrated leadership of proposals valued above $25 million. 4. Ability to distill complex technical concepts into clear and succinct prose. 5. Knowledge of industry best practices (e.g., Shipley, Lohfeld, APMP). 6. Ability to use agile management and critical thinking. 7. Proficiency in word processing programs, spreadsheet management, and collaboration tools. 8. High attention to detail and commitment to quality and compliance. 9. Effective communication skills in various settings. 10. Proven ability to manage multiple deadlines and priorities simultaneously. 11. Ability to perform business development analyses. 12. Superior writing, editing, and proofreading skills.
