Senior Engineering Manager

Job Description

Bellese is seeking a Senior Engineering Manager to lead engineering quality and team performance. Key responsibilities include: - Managing engineering managers, senior engineers, and technical leads. - Setting clear expectations and ensuring teams meet delivery goals. - Driving performance management, coaching, and career development. - Building and retaining high-performing teams with a strong sense of ownership. - Ensuring teams operate independently while maintaining alignment. - Owning end-to-end delivery across design, development, testing, and operations. - Ensuring systems meet requirements for scalability, reliability, and security. - Driving the adoption of modern engineering practices, including CI/CD and DevSecOps. - Establishing strong engineering standards for code quality, testing, and observability. - Improving delivery predictability through metrics, planning rigor, and dependency management. - Overseeing cloud-native architectures, with a focus on AWS-based systems and data platforms. - Facilitating execution within Agile and SAFe frameworks across multiple teams. - Managing cross-team dependencies and minimizing delivery risk. - Ensuring adherence to CMS security and regulatory standards. - Collaborating with ISSO and security teams to maintain a clean security record. - Supporting incident response, root cause analysis, and continuous improvement. - Managing relationships with program leadership and external stakeholders. - Translating technical decisions into clear business impact. - Providing proactive communication on risks, tradeoffs, and progress. - Aligning engineering execution with legislative and contractual priorities. - Contributing to Bellese's engineering strategy, hiring plans, and organizational design. - Supporting the standardization of engineering practices across teams. - Leading initiatives such as Communities of Practice and knowledge sharing. - Driving continuous improvement across tooling, processes, and team structure. - Participating in business development efforts, including proposal support and client-facing technical conversations.

Qualifications

The ideal candidate should possess: 1. 10+ years of software engineering experience. 2. 4+ years in engineering management roles. 3. Experience leading multiple Agile teams in complex environments. 4. Strong experience with cloud platforms, especially AWS. 5. Experience delivering data-intensive systems and pipelines at scale. 6. Deep understanding of CI/CD, DevSecOps, and modern engineering practices. 7. Proven ability to improve delivery performance and team effectiveness. 8. Strong stakeholder management and communication skills. 9. Experience operating in regulated environments or government programs.
