Project Controls Manager

Job Description

Assume responsibility for setting and implementing project control standards, which include cost coding, schedule frameworks, WBS structures, and progress measurement methodologies. Build and maintain baseline budgets, cost estimates, and integrated schedules that align with the contracting strategy, scope, and stage-gate requirements. Establish and oversee controls governance, deliverable expectations, and reporting cadence across projects. This includes cost reports, variance analyses, and executive summaries for leadership review. Develop and manage comprehensive project budgets covering owner costs, construction, and development. This includes cash flow and contingency tracking. Keep up forecasting models (ETC/EAC), pinpoint drivers and analyze variances, and risks. Also, develop corrective actions. With finance and procurement teams, support and coordinate accruals, invoice tracking, and cost coding. Create and maintain integrated project schedules that cover commissioning, construction, procurement, permitting, and handover. Monitor progress against baseline schedules, maintain critical path analysis, float tracking, and schedule risk assessments. Identify schedule risks and come up with mitigation and acceleration plans with owners who are accountable. Coordinate schedule interfaces across delivery milestones, procurement, interconnection, and permitting. Implement and manage formal change control processes, including supporting approval workflows, cost validation, schedule impact analysis, and maintaining change logs. Quantify schedule and cost impacts of opportunities and risks and keep risk registers and contingency models. For leadership visibility, consolidate project-level data into portfolio-level views (risks, milestones, schedule, capex). Create dashboards, executive-ready materials, and reporting tools to help with prioritization and investment decisions. Drive continuous improvement of reporting processes, controls tools, and templates.

Qualifications

1. Possess 7+ years of experience in project controls, including change control, forecasting, scheduling, and cost management on capital projects. 2. A bachelor’s degree is needed (Business, Construction Management, Engineering, Finance, or a related discipline is preferred). 3. Possess a strong command of scheduling tools like Microsoft Project and/or Primavera P6 and reporting/cost tools like Power BI or advanced Excel. 4. Demonstrate a deep understanding of earned value or similar performance measurement methodologies, procurement workflows, and EPC contracting. 5. Demonstrate the ability to independently manage budgets, reporting outputs, schedules, and trackers. 6. Demonstrate strong analytical skills, with the ability to translate complex data into actionable insights and clear, executive-ready materials. 7. Demonstrate the ability to manage multiple projects and priorities in a delivery-focused, fast-paced consulting environment. 8. Demonstrate strong stakeholder management and collaboration skills, with the ability to influence without authority. 9. Possess excellent verbal and written communication skills. 10. Having experience working with EPC contractors, owner’s engineers, and/or joint ventures is advantageous. 11. Having experience supporting data center, midstream, industrial, or power generation projects is advantageous. 12. Having professional certifications (PSP, AACE/CCP, PMP, or similar) is advantageous.
