Procurement Specialist – Humanitarian Emergency Response

Job Description

Join our team as a Procurement Specialist and play a vital role in humanitarian emergency response. Ensure fully compliant tactical procurements, adhering to CRS procurement principles, donor regulations, and local statutory requirements. Provide timely market and pricing information to support rapid response planning and budget preparation. Manage end-to-end procurement processes, including cost estimates, solicitation documents, bidding, negotiations, and documentation for emergency goods and services. Coordinate with various teams to track procurement actions and maintain accurate documentation for audit readiness. Contribute to procurement learning and provide guidance on emergency procurement procedures and risk mitigation.

Qualifications

1. Bachelor’s degree in business administration, Supply Chain Management, or a related field. 2. Minimum of 3 years of work experience in non-profit or public procurement/purchasing management, preferably supporting humanitarian or emergency response operations. Experience with an international organization is preferred. 3. Professional certification in procurement or supply chain management is a plus. 4. Experience with database or ERP systems is highly desirable. 5. Experience with local and regional procurement of food commodities in a humanitarian context, including quality and food safety considerations. 6. Proficient in MS Office applications (Excel, Word, PowerPoint). 7. Good knowledge of donor procurement regulations (e.g., Department of State, World Bank, UN), particularly in emergency or rapid response contexts. 8. Knowledge of international and national procurement regulations, emergency procurement approaches, and local market conditions in challenging or fragile environments. 9. Knowledge of contract terms and conditions, with demonstrated ability to successfully execute purchase orders and contracts against technical specifications under time pressure. 10. Knowledge of Incoterms (International Commercial Terms) and their practical application to humanitarian procurement, including allocation of risk, cost, and responsibility for delivery in emergency and fragile operating contexts. 11. Strong planning, coordination, and prioritization skills, with the ability to manage multiple urgent requests simultaneously. 12. Solid analytical skills and sound judgment, particularly in balancing speed, compliance, and risk in emergency procurement. 13. Proactive, results-oriented, and service-oriented, with a strong focus on supporting emergency response teams. 14. Demonstrated ethical conduct in accordance with recognized professional and organizational codes of ethics. 15. Effective negotiation, communication, and relationship management skills with suppliers and internal stakeholders.
