Director of Proposal Management

Job Description

Lead the comprehensive proposal development process for federal RFPs, RFIs, RFQs, and task orders across both civilian and DoD agencies. Refine and implement proposal management procedures, templates, style guides, and top-tier practices aligned with the Shipley methodology. Spearhead winning strategies in collaboration with capture managers, defining key themes, differentiators, and writing guidelines. Take the lead as the primary author or editor for executive summaries, management volumes, and narratives of past performance. Allocate resources across multiple concurrent proposals, balancing workloads to ensure peak coverage during bid seasons. Set performance objectives, conduct thorough reviews, and create clear career advancement pathways for proposal team members. Mentor and manage a team of proposal professionals. Organize and moderate Pink, Red, Gold, and White Glove review stages, ensuring all feedback is effectively incorporated. Maintain a meticulous proposal response matrix (cross-reference matrix) that aligns with all RFP instructions and evaluation criteria. Guarantee that all submissions are fully compliant, persuasive, and delivered punctually without any errors. Oversee proposal resources, including the corporate library, standardized content, past performance archive, and resume database. Collaborate closely with BD, Capture, Pricing, Contracts, and Technical teams to generate integrated, top-quality responses. Brief senior management on bid/no-bid decisions, proposal progress, and key learning outcomes. Represent proposal operations in pipeline reviews, gate reviews, and executive decision briefings.

Qualifications

1. Hold a Bachelor’s degree in English, Communications, Business, or a related field (Master’s degree preferred). 2. Possess 10+ years of experience in federal proposal management, including 3+ years in a director or senior leadership capacity. 3. Proven success in managing and securing large prime contracts ($50M+) with civilian and/or DoD agencies. 4. Expert-level knowledge of the Federal Acquisition Regulation (FAR), DFARS, and federal procurement processes. 5. High proficiency with Shipley or an equivalent proposal development methodology. 6. Extensive experience in managing color team reviews and structured proposal review processes. 7. Strong command of the Microsoft Office Suite (Word, PowerPoint, Excel, SharePoint) and proposal management tools (e.g., RFPIO, Loopio, or similar). 8. Exceptional writing, editing, and communication skills with meticulous attention to detail.
