Job Description

Lead the development and execution of a comprehensive IT procurement and strategic sourcing strategy aligned with organizational goals. Manage all IT procurement operations, encompassing software, hardware, cloud services, SaaS, telecommunications, managed services, and emerging technologies. Drive enterprise-wide RFI, RFP, and RFQ processes to ensure competitive sourcing, transparency, and adherence to procurement standards. Negotiate complex vendor and contract terms to optimize pricing, commercial terms, service levels, and mitigate risks. Establish and refine vendor management and governance frameworks, utilizing performance scorecards, KPIs, business reviews, and compliance monitoring. Oversee contract lifecycle management, including renewals, amendments, and compliance tracking. Implement AI-enabled procurement tools and advanced analytics to enhance spend management, contract analysis, and vendor performance insights. Manage enterprise IT Asset Management, ensuring lifecycle governance, license compliance, and asset utilization optimization. Collaborate with IT, Finance, Legal, Security, and business stakeholders to align technology investments and contractual obligations. Monitor and report on procurement performance metrics, cost savings, spend under management, vendor risk, and service outcomes. Identify and deliver measurable cost savings and improvements in the total cost of ownership. Ensure compliance with internal policies, financial controls, regulatory requirements, and security standards. Foster a culture of accountability, operational excellence, innovation, and customer service. Supervise IT Procurement, Strategic Sourcing, Vendor Management, and IT Asset Management team members, providing leadership, coaching, and professional development. Establish clear performance objectives, metrics, and accountability standards.

Qualifications

1. Bachelor’s degree in Business Administration, Supply Chain Management, Finance, Information Technology, or a related field is essential. 2. A Master’s degree (MBA or related discipline) is advantageous. 3. Possess over 10 years of progressive experience in IT procurement, strategic sourcing, vendor management, or technology operations. 4. Have more than 5 years of experience overseeing procurement in the AEC (Architecture, Engineering, Construction) industry. 5. Demonstrate 5+ years of leadership experience managing procurement or sourcing teams. 6. Hold professional certifications such as CPSM, CSCP, ITIL, or related procurement/IT certifications (preferred). 7. Display proven success leading large-scale technology negotiations and enterprise RFP initiatives. 8. Have experience overseeing multimillion-dollar IT portfolios. 9. Exhibit a track record of implementing process improvements, governance frameworks, and cost optimization strategies. 10. Experience leveraging AI, automation, or digital procurement tools to improve operational efficiency (preferred). 11. Possess strong executive negotiation and contract management skills. 12. Have a deep understanding of software licensing models, cloud economics, hardware procurement, and managed services agreements. 13. Show strong knowledge of IT Asset Management practices and lifecycle governance. 14. Have experience establishing vendor management frameworks, performance metrics, and governance models. 15. Possess financial acumen with strong analytical and cost modeling capabilities. 16. Demonstrate proficiency in procurement systems, contract lifecycle management platforms, spend analytics tools, and ERP systems. 17. Exhibit the ability to leverage AI and automation strategically to enhance procurement operations. 18. Possess excellent leadership, communication, and stakeholder engagement skills. 19. Demonstrate the ability to manage multiple priorities in a fast-paced, dynamic environment. 20. Have strong analytical thinking, problem-solving, and decision-making abilities.
