Deputy Director, Non-Incentive Programs

Job Description

Lead the execution of non-incentive clean transportation projects, managing the delivery of zero-emission transportation initiatives. Coordinate grid integration, utility engagement, market development, and infrastructure planning, while overseeing budgets, schedules, and risk management. Supervise and mentor a team of project managers and technical staff, providing coaching, feedback, and development opportunities. Translate portfolio strategy into actionable plans, aligning organizational priorities with project roadmaps and measurable outcomes. Integrate cross-functional efforts with policy teams and other initiatives, ensuring alignment and high-quality delivery across the non-incentive portfolio. Ensure delivery excellence and continuous improvement by tracking milestones, KPIs, and outcomes, and implementing corrective actions to enhance project performance. Support utility and grid-focused initiatives, contributing to zero-emission transportation infrastructure planning and innovative efforts. Engage with external stakeholders, representing CALSTART in meetings and contributing to program and project discussions. Contribute to organizational growth by supporting business development, project scoping, and partnership coordination.

Qualifications

1. 7-10 years of experience in clean transportation, energy, utilities, or infrastructure development. 2. Bachelor’s degree in business management, engineering, environmental science, public policy, energy, transportation, or a related field. 3. PMP certification is preferred. 4. Proven success in managing complex projects with multiple stakeholders and timelines. 5. Experience with non-incentive zero-emission transportation initiatives, including infrastructure planning and utility engagement. 6. Formal experience in people management or supervision, including coaching and staff development. 7. Experience working cross-functionally with technical, policy, and market development teams. 8. Strong project management skills, including managing scopes, schedules, budgets, and risks. 9. Excellent communication skills, with the ability to clearly convey complex information. 10. Proven stakeholder management and relationship-building skills. 11. Sound judgment and decision-making skills. 12. Familiarity with project management tools and methodologies. 13. Experience tracking milestones and KPIs using project management software. 14. Competency with common productivity and collaboration platforms. 15.
